Issuance of a licence for the carriage of goods - Community licence

The procedure for issuing the license for the carriage of goods begins with the submission of a written Application in a form to the Minister of Transport, Information Technology and Communications on the proposal of the Executive Agency “Automobile Administration”.

In order to be issued a license to a Bulgarian freight company, the following requirements must be met:

Reliability of the transport company

The requirement of trustworthiness is met when the managers of the transport activity have not been convicted of intentional crimes of a general nature under the Criminal Code or have not been deprived by a sentence of the right to engage in transport activities.

Professional competence

‍The head of the transport activity must hold a Certificate of Professional Competence issued by the Executive Agency “Automobile Administration” or a Certificate of Professional Competence issued by a competent authority of a Member State of the European Union. Keep in mind that a person may be the head of a transport activity of No more than two companiescarrying out transport activities.

Financial stability‍

it is available where the trader has no tax and insurance obligations and has sufficient means to ensure the normal operation of the transport undertaking.

Establishment of the territory of the Republic of Bulgaria

The transport company must have its own or rented operation center, garage area and office.

Compliance with each requirement should be certified by the appropriate document. The license for the carriage of goods is NOT indefinite! It is issued with a validity period of 10 years, after which it is subject to renewal.
